    MUNICIPAL PRESIDENT CABINET AFFAIRS DEPARTMENT

    Municipal president cabinet affairs department performs expert, advisory and organizational tasks for the implementation of the responsibilities and authorizations of the President of the City Municipality and other activities relating to the representation of the City Municipality in relation to legal and natural persons at home and abroad.

    Department performs:

    • Preparation for working and other types of meetings of the President of City Municipality and preparation of materials for public appearances of the people in positions in the Municipality;
    • Organizing meetings with the citizens who directly address to the President of the City Municipality;
    • Protocol Affairs on the occasion of visits and receipt of domestic and foreign representatives of cities and municipalities, cultural, sports and other representatives and other protocol activities of persons in positions in the Municipality;
    • Tasks related to the cooperation with other city municipalities in the country and abroad with social – humanitarian organizations and other organizations and institutions;
    • contacts with the media to inform the public about the activities of the City Municipality and other activities of communication with the media;
    • Tasks of initiation and development of professional projects and projects arising from international cooperation, cooperation with other municipalities in the country and cooperation with non-governmental organizations and organizations from the fields of economy, education, culture, sports and social care;
    • Activities to help in the development of various forms of self-help and solidarity with persons with disabilities, and persons in a substantially unequal position compared to other citizens and encouraging the activities and providing assistance to organizations of disabled people and other socially-humanitarian organizations on its territory;
    • Tasks related to the organization of cultural and sporting events and other activities of importance for the City Municipality;
    • Activities aimed at encouraging the development of cultural – artistic amateurism;
    • Work on the documents and records of the President of the City Municipality, sorting and archiving of documents related to the activities;
    • And other administrative – technical and tasks in accordance with the law and other regulations.

    LEGAL AND COMMON AFFAIRS DEPARTMENT

    Within the Department for Legal and Common Affairs exists the Group for common affairs.Department for Legal and Common Affairs performs and follows regulations for which the relevant local government, initiate adjustment with new changes and deals with other legal and common affairs.

    Department performs:

    • Tasks of processing – interpretation of the most complex legal matters within the jurisdiction of the City Municipality;
    • Tasks of developing draft normative acts related to the organization and operation of the City Municipality;
    • Tasks of developing draft legislation which prescribe offenses for violation of the regulations of the City Municipality;
    • Legislative Affairs in the field of labor law for elected, appointed and employed persons and keeping personnel files ;
    • Professional and technical activities of the election, referendum and citizens’ meetings;
    • Operations of the organization and operation of conciliation councils;
    • Providing legal assistance to citizens for fulfilling their rights;
    • Professional, administrative – technical and organizational tasks for the needs of the City Municipality;
    • Tasks related to the establishment and operation of local communities and other forms of local self-government;
    • Tasks of business office management, administrative office, archives, receipt, dispatch and delivery of mail;
    • Tasks of installation and maintenance of information – communication system of the City Municipality;
    • Tasks of security, facility maintenance, fire protection and other activities of common interest for the purposes of the City Municipality;
    • Tasks of transportation of motor vehicles and performing technical services and other services;
    • And other activities in accordance with the law, regulations of the City and the City municipality.

    FINANCE, PROPERTY – LEGAL AND UTILITIES AFFAIRS DEPARTMENT

    Within the finance, property – legal and utilities affairs department there is a Group for Finance and another one- Group for Property – legal and utilities affairs.

    Finance, property – legal and utilities affairs department performs professional work in the field of financial – material operations of City Municipality, follows regulations and drafts of normative acts and decisions related to property – legal and public utilities.

    It performs the following tasks:

    • Tasks related to budget planning, preparation and drafting of the budget of the City Municipality, monitoring of budget execution, drafting the balance sheet of the budget of the Municipality and control of appropriate use of budget resources;
    • Treasury operations, cash resources management, expenditure control, financial accounting and reporting and the preparation -drafting of final balance sheet of the Treasury;
    • Finances – payroll, benefits and other emoluments of the elected, appointed and employed persons in the Municipality, after the financial operations, treasury operations and other financial transactions;
    • Tasks of the records of funds, financial planning and budget accounting and the preparation of balance sheet of the Treasury;
    • Tasks of the drafting regulations in the area of finances, monitoring the regulations governing this area, as well as regulations related to this field;
    • Tasks of the developing of analytical reports on implementation of the budget revenues and expenditures and propose measures and activities to ensure their compliance;
    • Tasks of accounting operations for the needs of City municipality administration including accounting reports,
    • Tasks on the application of positive regulations in the area of treasury as well as accounting and performing bookkeeping operations,
    • Technical and organizational matters in the field of implementation of public procurement City Municipality, preparation of normative acts, monitoring and enforcement of regulations governing the field of public procurement;
    • Tasks related to the use of business premises under its management, determining the amount of compensation for the use of office space and supervision over the use of office space, in accordance with a special decision of the City;
    • Tasks on keeping accurate records of fixed resources, equipment and inventory;
    • Tasks related to provide opinion on spatial and urban development plans of the City, which are made in the area of the City Municipality;
    • Implementation of regulations and bylaws of the City and the City Municipality in the field of property – legal and public utilities;
    • Transactions in connection with the placing of prefabricated buildings on public land in accordance with the plan and regulations of the City;
    • General planning of settlements in their area of jurisdiction of the City Municipality;
    • Development program for the construction, maintenance, management and use of rural and other unclassified roads;
    • Municipal -utilities – inspection activities;
    • Maintaining communal order in the Municipality and implementation of regulations governing the municipal order, in accordance with the law and acts of the City;
    • Activities relating to the editing of working hours and places where they can be performed hotelier -catering activities and other conditions for their work;
    • Propose measures for the development and maintenance of the facades of residential and commercial buildings, green areas, playgrounds, public lighting facilities, and traffic signs and the like;
    • The procedure of eviction of illegal tenants from apartments and common areas -space in residential buildings;
    • use and management of rural water supply, water springs, public wells and fountains;
    • Activities related to pasture bringing to another culture-purpose;
    • Tasks related to keeping and protection of domestic and exotic animals;
    • Maintenance work and editing cemeteries in its territory in accordance with the regulations of the City;
    • And other activities in accordance with the law, regulations of the City and the City municipality.

    ECONOMY AND LOCAL DEVELOPMENT DEPARTMENT

    Economy and local development department performs tasks related to general economic and local development of the City municipality and improvement and development of rural areas.

    Department performs:

    • Activities related to promotion of the general framework for economic activity in the Municipality, adopts programs and implements projects related to economic development and the development of rural areas;
    • Tasks related to the development of catering -hotelier affairs, handicrafts, tourism, and trade in their territory;
    • Monitoring and encouraging the development of agriculture in the City Municipality area;
    • Tasks related to encouraging the development of cooperatives in their area;
    • Tasks related to pastures use;
    • Activities related to the conservation, use and improvement of property areas with natural medicinal features;
    • Activities related to the preparation of annual work programs relating to economic and local development of the City Municipality;
    • Tasks related to taking measures to prevent damage, the organization of protection against natural and other major disasters and fire protection, as well as creating conditions for their elimination or mitigation of their consequences and effects, in accordance with the regulations of the City;
    • Tasks related to the protection and improvement of the environment;
    • Developing defense plans for the area of the City municipality, in accordance with the plan of the City;
    • Performs other tasks in accordance with the law, regulations of the City and the City municipality.
