The Memorandum on Continuing Cooperation in Supporting Human Resource Management Packages in 50 Cities and Municipalities in Serbia, and as part of the project “Human Resource Management in Local Self-Government”, was signed on December 11 at the 47th Assembly of the Standing Conference of Cities and Municipalities in Serbia (SCTM). On behalf of the Municipality of Palilula Nis, this Memorandum was signed by Aleksandar Ždrale, the President.
Minister of State Administration and Local Self-Government Branko Ruzic says that these 50 local self-governments will have constant and continuous expert support that will help them to establish and improve the human resources management system. “This support package is of great importance. If we want our citizens to be satisfied with the service, we must take care of those who provide services to citizens, ie employees of local self-government, their qualifications, skills, but also how motivated they are, because their performance in the workplace affects the work of the entire local administration and quality of life for citizens, ”said Ruzic.
According to him, the project was financially supported by the EU Delegation to Serbia and the Council of Europe in Belgrade. The Memorandum of Understanding was signed by the Ministry of Public Administration and Local Self-Government, the EU Delegation, the Council of Europe Mission, the SCTM and the beneficiary cities and municipalities. At the 47th SCTM Assembly, a Memorandum of Understanding was signed on the implementation of support packages in 15 cities and municipalities within the project “Improving Good Governance at the Local Level”, implemented by the SCTM, as part of the program “Support to the Government of Switzerland for the Development of Municipalities through Improving Good Governance and Social Inclusion ”, implemented by UNOPS. Also, a Memorandum of Understanding was signed between the SCTM and the UNICEF Office in Serbia, signed by the Secretary-General of the SCTM, Djordje Stanicic, and the Director of the UNICEF Office in Serbia, Regina De Dominici.
The Agreement on Cooperation on Implementation of Local Projects within the Project “Inclusion of Roma and Other Marginalized Groups in Serbia – Initiatives for Phase 2 Inclusion” was signed, which was signed by representatives of GIZ, SCTM and representatives of cities and municipalities that are beneficiaries of support. At the Assembly, the SCTM elected new members of the Presidency, members and chairman of the Supervisory Board, chairpersons of the board, as well as the chairman of the SCTM.
